To report any animal issues, call 311. Once your call is reported to 311, an Animal Enforcement officer will be dispatched to the investigate the complaint. Calls are prioritized according to safety issues and emergencies. If you have already reported your concern to 311 and are still in need of further assistance, please contact an Animal Control Officer Supervisor by calling 410-396-4688.

You may also be able to report your problem online through the Baltimore City Health Department.

How to Apply for a Pet License

Baltimore City Animal Control has some guidelines regarding how to apply for dog and cat licenses. This information is most likely to be current.

Pet License Fees

  • $30.00 - without proof of spay/neuter
  • $10.00 - with proof of spay/neuter
  • $15.00 - owner over 65 years of age without proof of spay/neuter
  • $5.00 - owner over 65 years of age with proof of spay/neuter
  • $1.00 - replacement of lost license
  • No fee - assistance dog
  • Multi-pet Permits:

    $80.00 - for homes with three or more cats or dogs (or combination of) and the owner is not boarding, breeding or selling them.

All permit applications can be obtained at the shelter or via mail. Each animal must have an up-to-date Baltimore City license and rabies vaccination. Permits are only issued after an inspection and all other requirements are met.
